Would you be happy if 80% of your school had a 70% passing grade?

I was watching our rich and famous Mayor today on TV and his arms are getting longer and longer from patting himself on the back about how he transformed the NYC school system. He surrounds himself with his flunkies and yes people and they all look you straight in the eye and lie to you. When I went to school at PS78 in the Bronx NY back in the 1960's there were 40 kids in every one of my classes. Every administrator, teacher, and parent knew that class size should be reduced for every child to get a better education. By class size we are talking about the amount of students per class.
This isn't hard to understand. Less students mean teachers will have more time with each student. The problem is that this would be expensive. You would need more teachers and bigger buildings. You would have to spend more money. This is why we have never ever implemented such a plan. So along comes this Narcissist Rich guy with his own master plan. If we can't make the classrooms smaller we will make the schools smaller. It is easy to see what he is doing and I am surprised the parents don't see through his plan.
To simplify what he is doing lets just consider 1000 students as a school. Right now together they represent 55% passing and 45% failing. When you talk about a single school there is not much leeway in that calculation. 550 students will graduate and 450 students will not.  But! if you take the school and divide it by five then you would have 200 students in each school. Then put all the worst performers in one school. Then four of those schools would automatically be better performing. If all four schools had close to a 70 % passing grade that would leave around 250 students who failed and 550 who passed. Then if all the students in the worst class failed you would have 450 TOTAL WHO FAILED. Then the Mayor would pat himself on the back and tell you that 80% of the school had 70% passing grade which would be true. Each school would represent 20% of the building. Four schools have a 70% passing grade and one school has a zero % passing grade. The number of students who failed would be exactly the same.  Where will your child fit in? Rich men don't care about your children.
